Youths Arrested After Foreigner ‘Happy Slapping’ Vid Goes Viral

Phnom Penh: Two youths who were filmed riding a motorbike and hitting (very lightly) a foreign cyclist on the head were arrested by Chroy Changva district police on the morning of March 8, 2021.

The two suspects are currently being interrogated at the Chroy Changva Administrative Police Station, Sangkat Chroy Changva, Khan Chroy Changva, Phnom Penh.

The arrests came after outrage on social media after a TikTok account “Lim Broken Heart” uploaded a video the youths touching the foreigner on the back of his head as they rode past. According to local media, the moto rider was named Ah Leng and lives in Kien Khleang village, Chroy Changva commune.
