Why does Cambodia Government not impose stiff sentences to such folks that are guests in a good country, (but chose to ransack it instead) remains a question that needs to be addressed.

As the article said if you would have read it, the men are wanted by CHINESE authorities. What sentence would you like to give them? Because it does not mention that they had committed any crimes in Cambodia or against any Cambodians, simply that they were located in Cambodia and taken to be handed over to Chinese authorities who wanted them.
