Phnom Penh: A man was arrested at 8:05 pm on August 11, 2019 along Norodom Boulevard/Street 130, near the New Market, in Sangkat Phsar Thmey 3, Daun Penh District.
Before the incident, a young man in his 20s, thought to be on drugs, was holding a large knife in his hand, striking at people.
