The pair were named as RICHARD ANTHONY ALLEN an American with date of birth 23 January 1969, and SEFER TUGYAN (?) , a Swedish male, born on February 10, 1971.
The men were picked up at a house on Street 158. Boeung Raeng commune, Khan Daun Penh. When questioned it was found that they had no passports and no memory of when they came to Cambodia, or how long they have stayed without visas.
