Phnom Penh: At 5:40 am on September 16, 2018, a man appeared to be sleeping on the sidewalk in front of Westline School, Street 154, corner of St. 51, Village 9, Sangkat Phsar Thmey III Khan Daun Penh.After the 42-year-old male, who is thought to have been homeless, couldn’t be roused, it was noticed that he was, in fact, dead.
