Phnom Penh: On September 10, 2018, at 14:00, authorities searched to find a suspect wanted for a particularly horrific offense.
Authorities said that on September 9, 2018, at 19:30, an 11-year-old, Puy Bora, 11, was kidnapped and taken to an address in Russey Keo district, Phnom Penh, where he was attacked with a knife. The suspect, Chan Tithith, is a drug user from Kampong Spue.
Police seized 2 motorcycles and a telephone. .
Presently, the suspect is in custody and a case file sent to the Phnom Penh Court of First Instance, while the boy was returned his parents.

Update: According to Nokor Thom news, teh suspect was known to the family and had previously been in a relationship with the boy’s aunt. The motive appears to have been revenge.
As someone who spent many years managing drug treatment services, i’d be interested in finding out what interventions they use in the ‘rehabs’ in this country.
